Chris is Staff Director for the U.S. Senate Banking Subcommittee on Digital Assets and General Counsel for Senator Cynthia M. Lummis. He is Sen. Lummis’ principal advisor on digital assets and financial technology, as well as all legal matters that come before the Senate.
 
He was previously General Counsel of the Wyoming Division of Banking, where he implemented Wyoming’s best-in-class digital asset laws. He was also recently a Research Fellow at the Northwestern University School of Law, and has been published several times on the constitutional law of legislative procedure.
 
Chris is from Panama City, FL and holds a B.S. (summa cum laude) from Florida State University, an LL.M. (with distinction) from the Institute of Advanced Legal Studies, University of London and a J.D. (cum laude) from the University of Minnesota Law School.
