Zunera Mazhar is the Vice President of Policy at The Digital Chamber, where she drives the Chamber’s policy along with its federal, state, and government affairs strategy. She drives engagement with Congress, state legislatures, regulators, and industry leaders to advance a pro-innovation policy environment for blockchain, digital assets, and emerging technologies. With over two decades of experience spanning banking, government, and fintech, she works to shape regulatory frameworks that enable a secure, transparent, and globally competitive digital economy while unlocking new pathways for financial inclusion.
Prior to joining the Chamber, Zunera served as Deputy Director at the Federal Deposit Insurance Corporation (FDIC), where she led cross-agency efforts focused on the intersection of financial inclusion, technology adoption, risk management, and financial institution strategy. As the former Deputy Chief Innovation Officer at the FDIC, she launched regulatory tech sprints and interagency initiatives on digital assets, identity and emerging tech. She served as executive sponsor for the award-winning Rapid Phased Prototyping (RPP) initiative a groundbreaking public-private pilot to modernize bank supervision and reduce regulatory burden.
Earlier in her federal career, Zunera held senior leadership roles at the U.S. Department of Education and U.S. Citizenship and Immigration Services, where she directed large-scale IT modernization and enterprise communication strategies. Her early career in credit unions and community banking grounds her practical understanding of how innovation and regulation intersect in real-world financial services.
Zunera’s innovation work has been briefed to senior level policy makers at the White House, FDIC and global regulatory bodies. She brings a proven track record of designing collaborative, forward-looking policy solutions that align emerging technologies with smart regulation supporting financial inclusion, responsible innovation, and the Chamber’s vision for a blockchain-enabled future.
